Longreach Regional Council Regional Arts Development Community Advisory Committee

That

1. in accord with Section 452 of the Local Government Act 1993, Council hereby appoints the Longreach Regional Council Regional Arts Development Fund Community Advisory Committee to make recommendations to Council on issues related to the disbursement of the funds allocated to the Regional Arts Development Fund budget of the Longreach Regional Council and the review of Council’s Arts Development Policy;

2. in accord with Section 453 of the Local Government Act 1993, Council hereby appoints the following persons as members of the Longreach Regional Council Regional Arts Development Fund Community Advisory Committee:  Cr Ford  and Cr Bowden,  and that up to a maximum of 8 persons, as a selected by an annual public meeting called for the purpose in accord with the guidelines set by the funding requirements of Regional Arts Development Fund, be recommended to Council for appointment, provided that, Council may make direct appointments if there is, in Council’s opinion, insufficient representation from a cross section of the area of the region.

3. it be noted that the Committee may also invite advisors to attend the committee (such as office bearers of Arts clubs & organisations in the region and other interested persons) and that the Council’s Chief Executive Officer (Or delegate) and the Events Officer shall provide support services to the Committee however these people, as they would not be appointed members of the Committee, do not hold any voting rights at meetings of the Committee and all Council officers and invited advisors not hold any voting rights at meetings of the committee;

4. In accord with Section 455 of the Local Government Act 1993, a quorum of the Committee shall consist of a majority of the appointed voting members of the committee;

5. In accord with Section 456 of the Local Government Act 1993, the chairperson for the Longreach Regional Council Regional Arts Development Fund Community Advisory Committee shall be Cr Ford;

6. In accord with Section 458 of the Local Government Act 1993, the committee shall report to Council by way of the minutes of the meetings which shall be provided to the Chief Executive Officer for inclusion on the Council agenda for the next scheduled Ordinary Meeting of Council;

7. It be noted that the Longreach Regional Council Regional Arts Development Fund Community Advisory Committee can make no decisions on behalf of Council, that the Chief Executive Officer will coordinate the allocation of all correspondence and reports to the committee for consideration, the preparation of meeting notices, agendas and minutes of the committee, and that all resolutions of the committee (other than procedural motions)  form recommendations to Council and should take the following form:- “That this advisory committee recommends that….”; and

8. Meetings are to be held monthly or such other frequency as deemed necessary by the Committee.
