Rural Lands Advisory Committee

That

1) In accord with Section 452 of the Local Government Act 1993, Council hereby appoints the Rural Lands Advisory Committee to make recommendation to Council on rural issues related to the following matters:-

                 a)  Stock Routes Network Management Plan;
                  b)  Pest Management Plan;
                  c)  Strategic Rural Roads Issues;
                  d)  General Rural Policy Issues;

2) In accord with Section 453 of the Local Government Act 1993, Council hereby appoints the following persons as members of the Rural Lands Advisory Committee: Cr Bichsel and Cr Nielsen  and that the Chief Executive Officer call for expressions of interest for up to 4 Longreach area representatives and up to 2 Ilfracombe area representatives and up to 2 Isisford area representatives for consideration of appointment by Council;

3) It be noted that the Rural Lands Advisory Committee may also invite technical advisors to attend the committee (Officers from the Department of Natural Resources and Mines, Department of Primary Industries etc)  and that the Council’s Chief Executive Officer (Or delegate) and Council’s Local Laws Team Leader shall provide support services to the Committee and be technical advisors of the committee and all  Council officers and technical advisors not hold any voting rights at meetings of the committee;

4) In accord with Section 455 of the Local Government Act 1993, a quorum of the Rural Lands  Advisory Committee shall consist of a majority of the appointed voting members of the committee;

5) In accord with Section 456 of the Local Government Act 1993, the chairperson for the Rural  Lands Advisory Committee shall be Cr Bichsel;

6) In accord with Section 458 of the Local Government Act 1993, the committee shall report to    Council by way of the minutes of its meetings which shall be provided to the Chief Executive    Officer for inclusion on the Council agenda for the next scheduled Ordinary meeting of Council;

And

7) it be noted

a) That the Rural Lands Advisory Committee can make no decisions on behalf of  Council,

b) That the Chief Executive Officer will coordinate the  allocation of all  correspondence and reports to the committee for consideration, the preparation of meeting notices, agendas and  minutes of the committee; and

c) That all resolutions of the committee (other than procedural motions) form  recommendations to Council and should take the following form:-  “That this advisory      committee recommends to Council that…”
