Development Applications



A development approval is required to undertake a variety of proposals relating to the development of land or buildings. The Integrated Planning Act 1997 (IPA), provides a system whereby a development may be approved through an integrated process based on a single application. IPA established a simple step-by-step process for making, assessing and deciding development applications in Queensland. This process is called the Integrated Development Assessment System (IDAS). The IDAS process incorporates four stages which are shown below. However, depending on the development application lodged not all of the four stages may apply. 
Development applications are required so that development proposals are considered in compliance with the Longreach Regional Council Town Planning Scheme and relevant legislation.
Under the Integrated Planning Act 1997 (IPA), there are five (5) types of development applications that can be lodged with Council:
PLANNING
Planning applications are assesed under the Integrated Planning Act 1997:-
Applications for a Material Change of Use (MCU) of premises include but not limited to converting a residential property into a business premise such as offices or units.
FORMS REQUIRED:
IDAS Form 1:
- Assessment Checklist,
- Part A (Common Details) and
- Part D (Material Change of Use)
RECONFIGURATION
Reconfiguration applications are assessed under the Integrated Planning Act 1997:-
Applications for a Reconfiguring a lot include but not limited to subdividing a lot/s or rearranging the boundaries of a lot/s.
FORMS REQUIRED:
IDAS Form 1:
- Assessment Checklist,
- Part A (Common Details) and
- Part F (Reconfiguration of a Lot)
BUILDING
Building work applications are assessed under the Integrated Planning Act 1997, the Building Act 1975 and Building Regulation 2006:-
Applications for Building work include but not limited to constructing, demolishing, adding or altering a building, house or shed etc. For information on swimming pools go to the Pool Safety & Fencing website.
FORMS REQUIRED:
IDAS Form 1:
- Part A (Common Details) and
- Part B (Building Work)
PLUMBING OR DRAINAGE WORKS
Plumbing or Drainage work applications are assessed under the Plumbing and Drainage Act 2002:-
Applications for Plumbing or Drainage work include but not limited to domestic plumbing and house drainage.
FORMS REQUIRED:
- Form 1 (Application for Compliance Assessment),
- Form 2 (Proposed Plumbing & Draiange Work) and
- Form 7 (Notification of Responcible Person)
OPERATIONAL WORKS
Operational work applications are assessed under the Integrated Planning Act 1997:-
Applications for Operational work include but not limited to laying out the roads and services in a new subdivision or clearing vegetation on freehold land.
FORMS REQUIRED:

- Part E (Operational Work)

It is recommended that the advice and assistance of Longreach Regional Council's Building Certifier or Staff be sought in conjunction with proposals to use land within the Region, before undertaking any development.
