CEO Dirk Dowling - Web

Chief Executive Officer

Dirk Dowling

Chief Executive Officer Dirk Dowling has more than 25 years’ experience at a senior level, within State and Local Government, the non-profit sector, and the private sector. He joined Council in July 2022 from Tasmania, where he previously led the West Coast Council. Dirk is an experienced public administrator, having worked in Queensland, New South Wales, Victoria, and Tasmania across a distinguished career in local government. 

Dirk has a track record in legal, economic development, project management, financial management, program development, business attraction, corporate governance and compliance, change management, and strategic planning. He enjoys building relationships, helping teams to realise their potential, and thrives on the challenge of working with a diverse range of interests to realise opportunities.

He holds a law degree from the University of Queensland and has state government experience having held roles with the Queensland Department of Justice and Department of State Development. Dirk is based full time in Longreach, and looks forward to making a lasting contribution to the ongoing development of the region.

Director of Infrastructure Services

Roger Naidoo

Roger Naidoo commenced duties as the Director of Infrastructure Services at Longreach Regional Council on 23 May 2016. He has over 25 years experience in civil construction and local government in Australia and abroad. Roger has managed multi-million dollar civil construction projects while working for large private construction companies and has spent the last 17 years in a local government environment.

His Local Government experience comes from holding various management roles in Queensland, Western Australia, and Overseas. Roger has a Bachelor’s Degree in Technology: Civil Engineering, Higher Diploma in Civil Engineering and a Diploma in Civil Engineering. He is married to Vimla and has two daughters, Lee-Anne and Michaela.

Director of Community and Cultural Services

Lisa Young

Lisa brings valuable Local Government and Public Sector experience to the role of Director of Community and Cultural Services. She has prior experience living and working in Western Queensland. Lisa was born and completed her schooling years in Blackall, QLD. Lisa relocated to Brisbane, where she completed her tertiary studies and entered the workforce in Agribusiness for the National Australia Bank. Lisa returned to the area 10 years later to her first Local Government appointment in senior positions at Barcoo Shire Council. She joins Council having previously served as a Senior Consultant for the Mead Perry Group – consulting to local governments state-wide in a variety of areas including Governance, Human Resources, Community Services, Tourism, and Finance.

Lisa joined Longreach Regional Council in 2019, wanting to continue her career in Local Government, given her passion for the west and small communities. Her qualifications are in Management and Leadership, Human Resources, and Business – and she is currently undertaking further study in Law and Psychology. Lisa is based in Longreach, with husband Marc and sons Bobby and Vinny.

Acting Director of Corporate Services

Kimberley Dillon

Acting Director of Corporate Services Kimberley Dillon has a wealth of local government experience across a range of Administration, Policy, and Governance roles. She is a passionate Longreach local, with a track record of assisting community groups to coordinate projects and events. 

Kimberley has held senior management roles within Council, most recently in Governance and Special Projects, as well as acting in the Director of Community and Cultural Services role. She has previously worked for Livingstone Shire Council and in the Information Technology and Consulting arms of the Local Government Association of Queensland. She lives in Longreach with husband Phil, son Beau, and daughter Camie.


CFO David Wilson - Web

Chief Financial Officer 

David Wilson

David joined Council as Chief Financial Officer in January 2022. With over two decades of experience in manufacturing, property development and finance companies, including as Chief Financial Officer of an ASX listed company, David brings specialist expertise in building value-adding finance teams and strategic financial management. David has a Bachelor of Accounting and is a member of CPA Australia.

Human Resources and Workplace Health & Safety Manager

Grace Jones

Grace Jones joined the former Longreach Shire Council as a trainee in 2008, prior to amalgamation, and has been with Council ever since. A proud Longreach local, Grace has spent just under fourteen years working for Council in a variety of increasingly senior roles across the organisation. Her broad range of experience with Council has included roles in Tourism, Accounts Payable, Finance, Customer Service, Administration, and Rates. 

Grace holds Diplomas in Leadership & Management and Local Government Administration, as well as a Certificate IV in Training and Assessment.
